The variance at the pump, can sometimes be attributed to summer and winter blends. They add a little more gasoline in the winter to help cold light off, as E85 gets a little finicky in colder temps. It ends up being closer to E75-80.
Then there are the rumors that some distributors use a sub grade gasoline for blending. I don't know how true that is.....
The ultimate solution, and what I plan to do, is has the blend sensor in the fuel return line to measure the true Ethanol content in your tank. That is how the factory flex fuel vehicles do it.
