The 25 Firehawks you have listed for 1992 is actually a combination of 1991-1992, though...
http://www.thirdgen.org/newdesign/tech/techdb.shtml says 8 in 1991 and 17 in 1992.

1991 was the missing year needed to add up to 11.

There weren't any made in 1998 because the program was put on hold while they had to revise some things for safety considerations:
