Default no 3rd gear/"slipping" 2nd 4l60e issue

Just wondering if anyone has an idea what it could be... im confused on it. if take off from 1st just driving around town it will be a good shift from 1st to 2nd and then it will hold second for a couple of second then it totally acts like it is "slipping out of gear". It wont shift out of second and it will stay in that gear.

I have been monitoring it with hp tuners and i watch what gear it is commanding and i can manually select certain gears. it wont hold 3rd gear at all!
I can command 4th on hp tuners and it will hold it even with WOT and my tcc apply still locks up the converter when i command it but not when driving around w/o it.

I bet it'll shift to 4th and lock up if you run it up past your 3-4 shift rpm, let off the gas for a second and get back into it a little.

Try disconnecting the wiring harness and drive it. It should be stuck in 3rd with max line pressure.
