Default wiper motor problem

Was wondering if the wiper motor is bad on my 99 z. wipers work in mist and high mode, but won't work in delay or low mode. i've already replaced the wiper motor cover,still having the same problem. how often do these multifunction switches in the steering column go bad, hopefully it's not that cause there a pain to replace. any easy test of the wiper motor to see if that the problem ?

I have the same problem in my 01, except I can cut them on in high, and cut them back to low and they will work. Nothing in delay mode at all though. Does anyone know the cause of this or the solution?
