Default 2001 SS losing power, choking and lights flashing on dash. HELP?!

I have a 2001 Camaro SS with 39,000 miles. It was stolen in Baton Rouge, LA several months ago and recovered with minor paint damage and wires unplugged from dash. The dash was damaged beyond repair so I had to replace the dash itself, not the wiring, wiring was ok and uncut. Oh and the steering column had to be replaced also. I keep the car at my parents house in their garage since I got it back. My dad drives it once or twice a week to keep the battery up.

Well today my dad calls me, he was in it this morning and as he was sitting at a red light it starting idling really rough. He said when he went to take off it started choking and balking, had no power at all and would barely move. Said the whole time it was doing this ALL the lights on the dash were flashing on and off. He managed to limp it home and hasnt dared to try to move the car since.

Any ideas what this could possible be, the SES light isnt shining.

It could be anything .Too many electronic sensors it needs to be tested so you know which one it is.

The gauges are not pegging themselves out. Only all the warning lights are flashing on and off and the odometer and trip flash 0's. Its got a brand new Optima red top in it.

Today I was in the car driving it so I could see what it was doing for myself. It did it just about every other time I stopped. It would just lose power and choke, cut up and spitting out black smoke and smells EXTREMELY rich. Then this evening it did it and after it cleared itself up the car wouldnt shift into overdrive. Then when I slowed down it wouldnt down shift. When I would take off from a dead stop it was taking off in 3rd. Wouldnt even down shift out of third when I floored it. Its frozen in 3rd gear and smelling really rich. Still not throwing any codes.

Sounds like the computer is messed up. It sounds like it needs to be plugged into a computer to see what is going on. Your SES light doesn't have to be on for a tech to plug it into a computer.
