A 370 with the right parts, 88mm turbo, L92 head, main and head studs, super vic of vic jr., and a lot of boost will get you where you want to go.

Im in the same boat, But Im looking at a 396 from a vendor now. I can tell you ported 317 heads wont get you there with out a ton of boost. That would be bad for intake temps and head gaskets. Im also looking at etp255 heads and a super vic with a 4 barrel t body.

317's are probably not going to work for 1000 rwhp.

You need an aftermarket head with a thicker deck, Afr, Trickflow, Etp.
If you stick with the 317 heads you might make close to the 1000 rwhp range, but may start pushing water

If you did a iron 370 and wanted to stay under 4000 you may have to stay with a stock crank.. Most will want to upgrade the crank though, so you might end up a little over the 4k price tag.

I am kinda planning a similiar build this winter. I will be limited by my 98 ecu, so i will be running 14.7 psi for now, and am hoping for a solid 700 hp or so. When i do a stand alone, and bigger turbo i will try for more power.

Good luck

heads are gonna lift if you don't have an aftermarket head with atleast a thicker deck let alone a o ring setup w/l19 studs or best case scenario a 6 bolt setup.

I am thinking a 408 with a s91. What are some other good head besides the etp255s $3k is a little steep for heads.

TFS 245's or 235's will get you there with a little lower price tag.

I don't know how many of these real engine builders are going to tell you what parts you should use in your build to have you turn around and have your buddy build it.
Personally I would not call a bunch of shops looking for advice and not spend the money with them. But that's just me. Buy parts from them, have them build it, or something, don't just call looking for advice and not do any business with them.
The shops already mentioned are great, but I would talk to Erik Koenig, I would be willing to bet he can build you a short block to do what you want and stay within your budget. He's a reputable LS1 builder and is his pricing is pretty damn tough to beat.
