Well turbos come with two types of gates..internal and external. Gates stop the turbos from runaway boosting. So with no boost controller basic gates will give like a minimum boost value. Say you put a 10lb spring in your external gate that is minimum boost that you can run. That is also maximum boost you can run unless you get a boost controller.
Boost controllers do not let you go under minumum gate boost they only let you raise it higher and can control it from going too high.
There are two types..manual types and electronic. Manuals are pretty much just bleed screws. Electronic are more expensive and sophisticated. Electronic also give you at least normally boost readout so you get a boost guage and controller in one unit. They can do some pretty sophisticated things..You can quickly change from say high boost to low boost and some can do things like ramp in boost according to thinkgs like rpm, time ,gear you are in..this can really help out traction problems.
Also electronic can sometimes give more precise boost control and help with boost spiking or boost surging and guess according to reading about these ams maybe even let you run higher boost than you would normally be able to without one. Normally you can't go much past about double what the gate spring has. Say you have a 10psi spring normally 20psi is about all you could get.But sounds like some controllers like the ams with c02 can let you go higher .
This can save having to put in higher psi springs and give you ability to stay with lower springs which again can help traction problems but still let you hit high boost when you want it or can hook it up.

I like the ams for their features but they are fugly as heck and only way would have one in my car was to hide it under the seat or something. They need to offer a model with eboost2 type of display.
