When its time to renew your tags or when you first get tags for a vehicle is when to get them.
You should be able to go to the DMV website for your state and find out on there of what you want is available or not. Then you can go to DMV and apply for them. They take a couple weeks to get and they give you some temporary ones to drive on until yours come in the mail.

I'm guessing some of the states might do things a little different. In Indiana you have to pay $48 and reserve the plate by the end of October for this year, and then you will recieve the plate and pay your normal registration in April of the following year.

I'm not even gonna bother with it right now. I searched just about every plate I wanted/had in mind and none of them were "available". So I will just wait it out for now. Don't really need it at the moment.
