A 2 step basically allows you to preset an RPM you want to launch at while having your foot all the way on the floor and the 2 step box keeping the RPM's where you set it.
In the racecar I have my 2 step hooked to the trans brake, so when I hold the button down when im staged, I can leave at 4000 but have my foot on the floor ready for the last yellow.

the system is bad ass it retards the timing so much to a point where it wont let it go past the set rpms, and it also back fires like a mofo
