A dealership must do it for you using your VIN number. That little chip looking thing is just a resistor. I'm not positive, but I think there's like 9 different resistor settings they use for making these keys, so you have to get the correct one. They just take a new key, put it in this little machine and it programs that resistor to what your ignition needs to complete the circuit when you put the key in and turn it on.
Sometimes they get worn out, so that could be it.
There are people on here that know alot about the VATS systems. I don't have that on my 1998 T/A. I think its on the 1999-2002.

Its not the VATS. Normally when there is a problem in the VATS system it doesn't do anything. You Have a click from the starter which tells me the VATS is fine. If the battery id fully charged or it doesn't start by jumping it try taping on the starter while someone else tries starting it. Just have them hold the key in the start position and tap the main housing. Might just fire right up.
