What kind of intake? Carb, Throttle body injected, or tuned port injected? Those cars have a computer but, to get it tuned you have to actually swap the chip in it or whole computer as far as I know. I used to have a 91 RS with a two barrel TBI. What a dog but, it was a reliable mo-fo.
swap in an LT1 and you'll be in business.

If it's stock, it won't be carb. It's TBI in the RS. Been awhile since I really checked out a TBI throttle body, but I'm sure it still has the adjustment screw. There's lots of free/cheap mods to be done with the TBI itself. 454 TBI, 454 Injectors (can't be from the high pressure system, as they're lower # rating than stock 305/350), quarter under the fuel pressure regulator for more pressure, double-stack the injector housing gaskets to raise the housing up higher for a bit better air flow. :) Swapping in an LT1, if it's a 92-93 LT1 will only be better due to being an LT1, but it'll still be a ECM car. Any LT1 would require new wiring, and for what it seems to be (no offense bowtie) auto-newbs, not a simple task :P

Probably needs a tune up if it is a used motor, i am sure it is original. The computer usually does all the work on TBI. Should be around 700 RPM or so, 850 tops when it is warming up cold.

Tell them to check the fuel pressure, i have had the original setup i had when i bought my 89 RS have a bad fuel pump, it would start and then die, pump was just trash.

he said that it was getting plenty of fuel because the short time that it did run it ran very rich....

So then it might be running and the dieing with a bad pump, running rich and then starving, check pressure.

ok he is kinda out there lol he doesnt kno like anything about cars but thinks he knows everything so he prolly wont listen but at least i could maybe pull an i told you so
The throttle body has an idle set screw that you typically don't need to touch. One way to get the cover-plug out is to drill a hole and then unscrew the screw until it pushes the plug out.
Also: make sure the gasket under the TB is correct for it and isn't allowing leaks between throttle bores and other ports.
