Ok, so I've been trying to figure this out for a couple weeks now. I checked both sockets for the lowbeams and they both are putting out good voltage. I replaced both headlights and nothing. I replaced the headlight switch and nothing. Since I don't have a car with DRL there is no headlight relay. So I'm lost here, anyone have any ideas?

Every electrical circuit requires two things: power and ground. Since you've already tested for power, I suspect you have a bad ground. Use your multimeter to check for continuity between the black wire at the headlight socket and ground (such as the battery negative terminal). The headlights ground at bolts on either side of the rad support.
