Negative Trader Feedback - Ripped Off?

I bought a Hypertech power programmer from a member here. When I got it it was locked from the last car that was programmed. I tried to pm him back but now under his screen name it says restricted member and it won't let me send a pm. I have his address and I tried to get a phone # from information but they have no listing. He had positive feedback. I am willing to give him the benefit of a doubt but I still am screwed because I cannot contact him to let him know. Mods feel free to chime in on the restricted user designation.
