When I was installing a new clutch the plug that goes in the transmission for the speedometer got ripped off. I have a new connector with 5 inches of wire. What is the best way to connect it back to the harness?

Where did you get the new pigtail from? Is it new? When GM ships new ones, they often come with special combo heat-shrink and crimp splices.

A friend cut it off a harness that he was not using.
So I should crimp splice it and then heat shrink it?

Yea, I'd suggest a structural crimp and then a high quality heat shrink tube over that. (You'll want to keep moisture out. The high quality shrink tubes will continue to constrict as they are subjected to heat.)
The Delphi connectors have a structural crimp and integrated shrink tube, but they require special tools. Probably overkill for this connection. Regular crimps may come loose over time - but these wires shouldn't be life or death. If you get funny results in your speedo over time, you can just check and tweak the crimp.
