Convertible Vehicles - Top damaged where it attaches to the main bow

I installed a used top on my car recently, and I noticed that the fabric flap, attached to the top, that staples to the main bow, has torn from the top itself. Must have had it too tight and it pull free.

I assume that the purpose of this flap is to prevent the top from popping (blowing) up at highway speed. The flap is far to weak to serve any other purpose. So now I will assume I have bubble top when driving down the road.

Can I replace this flap with some kind of material. I would have to glue it on the top and then re-staple to the main bow? Can I glue the top to the main bow?

Any help appreciated.

Ok, about the bubble top, i did some experimenting.
You only get a bubble top when the cabin is pressurized, because the vents bring in outside air.
You get no bubble top when you have it on Max AC, because the air is recirculating.
I'm not sure about if you have your windows down though.

If you are driving at any reasonable speed, windows up, down, ac or no ac, you get the bubble top if you have that problem with the top. Yeah get up some pics, I am interested in this as well. I am having problems like this and I am about ready to do something about it.

I am not talking about just sitting, I am talking about going down the road at a pretty good pace. How can you tell if you're driving? If you get the bubble with the ac on and the cabin pressurized, then you almost certainly get it driving with a top thats 15yrs old, even with the windows down. A good top wont hardly budge with the cabin pressurized at a standstill. You cant tell by putting your hands up there while driving on the freeway, or by looking up while in the seat
