What do I have to do to access the calendar. I get access denied, my account doesnt have authority to view calendar now.

That very well could be due in part to the standard usergroup not having access to even post their public events :)
The calendar has two sides; a Private and Public side. With proper permissions, members can use the Calendar to post Public events (all can see), or they can post Private events for their own self. With the standard usergroup not having permission to the Calendar at all, no events can be added, and thus there is likely nothing being missed out on.
The Calendar comes included with the vBulletin software and has for a considerable amount of versions.

The Usergroup Manager, in the AdminCP of vBulletin, is where the option is set per usergroup:
Events can be moderated if abuse was an issue.
