Buddy just picked up a vette with painted on stripes that someone says is "single stage enamel". Is there a way to sand the stripes down to the old paint and wetsand the area to blend it or do all the panels have to be repainted?

No matter what, every panel that the stripe is on has to be repainted. I don't know what you're talking about blending. Blending means fading the color to the adjacent panel and clear coating it, you won't need to do that imo if you match it well, because you're already doing a bit of work.
I've never removed painted stripes personally, but you maybe be able to wetsand it with 400-600 grit until you can no longer feel any edge from the stripes, they don't necessarily have to be completely gone.

well you could try and wet sand with 600-800 grit just on the stripes till you see the base and as soon as you do move to 1200-1500, if you lucky they may buff out, more than likely if the painter sanded under them properly your clear will be thin in that area if any clear at all. If it dosent work you really arent out anything except time since your already considering a repaint on the affected areas. Its a win/breakeven type of thing
