Okay...this is for my Dad's Pontiac Grand Prix. Not sure what's happened to the paint. Is this the clear coat? And how does this happen?

I *think* it's from a combination of sun damage and wind damage.

Clear coat delamination is a common problem with that color (silvermist). GM has had tons of issues with getting their paint to adhere correctly. Its not entirely their fault however, because the paint manufacture failed to provide accurate surface preparation directions during factory production. The only way to fix it properly would be to have all of the clear coat on the affected panel sanded down (issue will return if it is not removed). Some basecoat will more than likely need to be layed as well. Good luck.
