Paint & Body Work - Removing paint from wheels?

I have some wheels that have black centers with a painted lip. I'm wanting to go back to the regular polished lip and was wondering if anyone had any knowledge on the best route to take.

Also, once I remove the paint would I need to get some clear sprayed onto the bare metal or is it ok to go without anything protecting the bare metal?
