Stereo & Electronics - transam headlight stuck up

i checked the fuse and the motor doesnt make any noise. when i turn the lights on and off sometimes it works and sometimes it doesnt any one know how to fix it

Check all the connections for cleanliness, If the motors are okay I would suspect the headlamps control module located in the engine bay. You could have a relay within the module that is hanging up.
