Most so-called "super white" bulbs will have a blue coating because the blue coating filters the yellow/red out of the light and makes it look more white. But you're right, even though the light is whiter, there is actually less light intensity than uncoated bulbs. In other words, the lights appear brighter because they produce whiter light (hence more glare) but they are really dimmer than standard bulbs of the same power.

The only way to get whiter light without the coating is to use different light producing technology such as HID (high intensity discharge) lights.

There are some brighter/whiter halogen bulbs that aren't coated:
(not in any particular order)
Osram Night Breaker
Phillips VisionPlus +50
Philips X-treme power +80
Osram Hyper
Sylvania XtraVision
GE NightHawk
HIR

Most of those bulbs are only available online though.
Rally Lights
SUV Lights
Power Bulbs (?)
are some places that carry them
