Default Modified LE2 Having problems starting.....

Alright guys I was sent up to great lakes to instruct on the military base. While I was gone buddy took my vette out ( with permission ) and he went to take a corner and the vette died (sputtered out).

The skinny is I have a 1996 LT1 auto, LE2 package with support mods and a mail order tune. I am running really rich. The full mod list is in my profile.

Im home now and I tried to start it and it wont kick over. It sputters after I let off the igition and floor the pedal. I smell alot of fuel after my attemps.

Things I tested coil is good ( swapped with my original good working order one) I swapped a computer from my dads 1996 in and made no difference (computer good), Put brand new plugs in ( Autolite 104 gapped to 30) checked firing order still good, Opti is original (but no issues with 48000 on the clock) Engine install got a new fuel filter (should be fine) MAF is original.

Im getting sputtering so I think Im getting spark. But my mind is still on opti. I did put a 255 pump in but I think its fine cause I smell fuel and I tested pressure at the rails and I have fuel there. The injectors are used so they could be in question.
So my mind is on:

Opti
255 pump
Injectors
MAF

Seems like no air cause when I hold the pedal down it sputters. When I dont hit the pedal it just cranks. Need some ideas or something to check. Certain fuses I should check or relays? As soon as it fires up it is going to get flat bedded to get tuned. I dont want it to get to a shop broke and have them fix something I could do. HHHHEEEELPPPPP

My tank is half full Im going to pull the pump out and check the connections. I believe fuel isnt my problem. I think its spark related.

Im looking thru all my connections for bent pins, ground wires, and bad connectors. So far everything in the engine bay looks good.

I just wanna be sure its nothing else before I take the 350-500 dollar mistake.

I have fuel pressure 40PSI before cranking. Im not sure on spark yet cause I need my buddy to help me with that.

I tested ECM, COIL, ICM, New plugs, MSD wires not burnt up. I checked all fuses. Everything seems good.

Positive your getting spark? does it turn over real fast? If it turns over real fast Id do a compression check, and make sure the valve train is still moving.

Im not positive on the spark. Im going to test of 10v at the icm and try to prove if its the opti.

It does spin over fast when the battery is charged up. Sounds like its rotating like always. Should I remove a valve cover and see if its moving freely.
