Default Tranny fluid

I was under my car so I figured it would be a good time to check the trans fluid. I popped the fill cap off and reached in with my pinky, and could feel fluid, but it was just on the tranny case, not a actuall puddle in the bottom of the tranny... So I know I need fluid, whats the best to use? And could this be causing my third gear popping out every once and a while, or is the 100% sure still my syncro?

ATF4 is what gm mechanics told me to run in my t56. They said its for an auto but will work with the t56 and helps out synchros some how. I didn't really listen to the advantages, if any, but my neighbors who are also mechanics said the same basic thing.

FYI, the limited slip additive is for the rear, not the trans.
