Good question, I kinda have the same one. I have a set of cragars that the clear coat has been stripped off and look really hazy. Wondering if I could paint them black or if they can be powdercoated?

no the chrome is a plating and the paint will start to come off. you need to get the chrome plating stripped off, then you can paint it. u could sand blast it or equivalent.... but i painted my 10 spoke wheels, and if i had to do it again i would have them powdercoated

the chrome on the wheels is a plating and is paper thin. if you blast it, it should peel off all of the plating and leave you with the bare metal of the rim. my rims were painted and i acid stripped them, and it was a PITA...

not totally smooth, since the wheels are not smooth to begin with, but it will not be extremely rough. but you should be able to take them to a good powder coater and they should be able take care of them for u
