Default will front o2s not switching cause constant open loop?

I logged the car after getting an insufficient activity code and noticed o2s sit at .450 or so volts. I try to force hp tuners into closed loop and the o2s do not react. I put some rears in front and wires in extensions. They seemed to work fine for a while however. this is a c5 if that matters any.

any input would be appreciated.

sounds like a bad 02 sensor

replaced the o2 fuse and they started to oscillate again. Fuse only lasts for a few minutes though, I don't get it. Wires look fine, this is a 2nd set of sensors. The wiring hasnt been changed, this just started to happen all the sudden..
