I'm a little confused by this whole issue. I live in the Chicago area and there's a few rules here.
1. In order to be called racing there has to be proof of exceeding the legal speed limit

I can race all I want up to the legal speed limit next to another car and it's completely legal. There is no such thing as racing unless the speed limite was broken. Also if no tires broke loose during the event you can't even be charged with exhibition of speed.
So go to court and state that to the judge. Your honor I never exeeded the legal speed limit nor did I show any exhibition of speed. I simply was maintaining my speed and the other charged party was jumping and revving thier engine attempting to goat me into an illegal action. I was not tempted at all and did nothing other than maintain my speed which was within the posted legal limit.
An officer (which I have a tremendous amount of respect for seeing as how I have multiple members of my family in said profession) was stating that they saw you participating in racing is simply mistaken and may have assumed something due to the fact that similar cars participate in these illegal actions. He or She is human and may have simply projected the involvement in their own mind.

i dont know about the "chicogo area" as it was way too cold for me and i stayed there a very short time.lol but, exhibition of speed reads different in different places. some places do not even have that law. but i know for a fact you can get that ticket without breaking tires loose or exceeding the speed limit in some states by the way the law reads...
he needs to look up the specific violation codes and see exactly how they read for what he was charged on. then fight the specific law that he was charged of breaking. any other law or violation is completely irrelevant
