I have a question about the crankshaft

I see one of the crank throws has been welded on, what happened?

 

I may be interested in pan and vaccum pump, any pics showing how you had the pump set-up.

 

When i bought the crank it was a new take out of a customers engine that the guy bailed on and was not finished.I think it was a hole were they possibly had heavy metal removed and filled.Only thing that ever happened with the crank when i ran it was a thrust bearing let go.I ran a full season on it as it sits.We went 8.80 back then with the crank.
