It is the Harlan shift light

You squeeze the tube and the main board comes out. It has dip switches that are set according to a chart in the directions to select RPM point in 100-RPM increments.

 

Nice to see Harlan's stuff showing up again! I had a window switch from him back in the day and loved its small package, great functionality, ease of programming, etc! I'd highly recommend this one!
