what does it do? i tried searching but it wasnt working.

 

It allows someone with a turbo to build boost off the line by cutting spark at an RPM that you select. It fills the exhaust system with gas that ignights in the exaust pipe causing heat/energy that spins the exhaust turbine, thus making boost. Also its kinda a lunch RPM limiter.
