Check with some local engine machine shops (AMT, Stiegemeier, Todd's, etc) to see if they can recommend you to someone. The motor will most likely need to be removed. If the block is unfixable, that'll be a good excuse to get a stroker.

As said you're gonna have to remove the engine and take it to a metal fabrication shop. You may try C&S Metal Works. They make all kinds of stuff for the military so I'd bet they be able to help you out.
It would need to be out of the car and disassembled, I would have to pre-heat in an oven before welding. Also it would have to be cleaned very well so disassembly is a must.

Im not trying to be a dick. But if it all has to be disassembled i would just buy a shortblock or just buy a new block and put it back together.
